Liberia Civil Aviation Authority Attends High-Level Validation Meeting on the Yamoussoukro Decision to Accelerate Regional Air Transport Integration
The Liberia Civil Aviation Authority (LCAA) has participated in a key validation meeting focused on the full implementation of the landmark Yamoussoukro Decision (YD) and the Single African Air Transport Market (SAATM). The delegation included: Julius D. Dennis, Jr. Director General, Stephen R. Johnson, Deputy Director General for Administration, Audrey Zoe Johnson, Director, Air Transport and Economic Regulation (ATERD) and Amos J. Borbor, Special Assistant and Chief of Office Staff to the Minister of Transport.
The Yamoussoukro Decision, originally adopted by African Ministers in charge of civil aviation in Yamoussoukro, Côte d'Ivoire, and formally endorsed by the African Union, serves as the foundational framework for liberalizing access to intra-African air transport markets. By removing non-physical barriers, relaxing restrictive bilateral constraints, and fostering fair competition, the agreement aims to enhance continental connectivity, drive economic growth, and lower regional air transport costs.
During the validation meeting, civil aviation leaders, regulatory authorities, and key regional stakeholders reviewed and validated critical frameworks designed to harmonize aviation policies, strengthen regional safety and security oversight, and streamline air transport operations across member states.
Speaking on the significance of the meeting, Director General Julius D. Dennis, Jr. reiterated Liberia’s commitment to aligning its national aviation policies with continental frameworks set by the African Civil Aviation Commission (AFCAC) and the International Civil Aviation Organization (ICAO).
"Liberia’s active engagement in these continental validation processes reinforces our commitment to a safer, more connected, and vibrant aviation ecosystem," he stated. "By supporting the full realization of the Yamoussoukro Decision and SAATM, we are opening doors for increased trade, tourism, and seamless connectivity for Liberians and the broader African continent."
The LCAA remains dedicated to modernizing Liberia's civil aviation sector, advancing safety standards at Roberts International Airport (RIA) and surrounding airspace, and expanding strategic partnerships across Africa and the global aviation community.
The Liberia Civil Aviation Authority (LCAA) is the statutory body responsible for regulating civil aviation activities in Liberia. The LCAA ensures compliance with international aviation safety, security, and environmental standards while fostering a safe, efficient, and sustainable air transport network.
Adopted in 1999 and endorsed by the Assembly of Heads of State and Government of the African Union in 2000, the Yamoussoukro Decision establishes a framework for the deregulation and liberalization of air transport services across African states, forming the primary foundation for the Single African Air Transport Market (SAATM).
