Liberia Launches Comprehensive Aviation Safety Strategy to Strengthen Oversight
Liberia has officially commenced the implementation of a comprehensive aviation safety strategy aimed at strengthening national oversight, preventing air incidents, and aligning the country’s aviation sector with international safety standards.
The initiative, spearheaded by the Liberia Civil Aviation Authority (LCAA) in collaboration with the Banjo Accord Group Aviation Safety Oversight Organization (BAGASOO), centers on the development and implementation of Liberia’s State Safety Program (SSP) and National Aviation Safety Plan (NASP). These globally recognized frameworks are designed to modernize aviation safety management and enhance operational efficiency.
Speaking at the opening of the program, the Director General of the LCAA, Hon. Julius D. Dennis Jr., described the strategy as a transformative milestone in Liberia’s aviation sector. He emphasized that the State Safety Program establishes a structured national framework for managing aviation safety through sound policy development, risk management, safety assurance, and continuous safety promotion across all sectors.
He further noted that the National Aviation Safety Plan operationalizes this framework by identifying key national safety priorities, setting measurable performance targets, and introducing targeted safety enhancement initiatives to mitigate operational risks.
“The successful implementation of the SSP and NASP will strengthen coordination among stakeholders and promote a strong safety culture throughout Liberia’s aviation industry,” he stated.
Representing BAGASOO, Mr. Jacob Idawuo underscored that aviation safety is achieved through deliberate and sustained effort. He explained that the NASP provides a data-driven roadmap that enables States to identify hazards, allocate resources efficiently, and implement focused mitigation measures to reduce accidents and serious incidents.
He added that the implementation process will include assessing Liberia’s current safety performance, analyzing aviation data, identifying priority risks, and establishing measurable safety objectives and targets. He stressed that continuous monitoring and periodic review remain essential to ensuring responsiveness to emerging risks.
Providing further technical insight, Atty. F. Augustine C. Tamba, Deputy Director General for Technical Services at LCAA, reaffirmed the Authority’s commitment to proactive safety oversight. He highlighted that integrating the SSP with the NASP will transition Liberia from reactive responses to a preventive, risk-based safety management approach consistent with international best practices.
Regional aviation stakeholders welcomed the initiative and pledged collaboration to enhance safety coordination across West Africa and strengthen collective safety performance within the subregion.
From the accident investigation perspective, Mr. Robert F. Morris, Executive Director of the Aircraft Accident Investigation Bureau, described the initiative as timely amid growing aviation activity.
He emphasized that modern aviation safety depends on prevention, transparency, and stakeholder collaboration.
“The identification of risks and prioritization of safety actions are critical to preventing accidents before they occur,” he noted.
Madam Jamelia Dennis, Safety Manager at the Liberia Airport Authority, stated that the initiative complements ongoing efforts to implement Safety Management Systems at the airport level, reinforcing the shared responsibility for aviation safety among regulators, operators, and service providers.
During the working sessions, participants are expected to engage in technical discussions, review safety data, develop performance indicators, and design practical safety enhancement initiatives tailored to Liberia’s operational environment.
Authorities believe the strategy will enhance public confidence, strengthen regulatory compliance, and position Liberia to support increased air traffic, regional connectivity, and economic growth.
With the rollout of the SSP and NASP, Liberia reaffirms its commitment to a modern aviation system built on prevention, accountability, and continuous improvement, ensuring safer air travel for all.
