Liberia Civil Aviation Authority Advances State Safety Assessment and Implementation Plan to Boost National Aviation Safety
The Liberia Civil Aviation Authority (LCAA) has officially launched key activities targeting the assessment and implementation of the Liberia State Safety Program (SSP). The initiative aims to strengthen the country’s aviation safety oversight system and enhance safety risk management across the national aviation sector.
The comprehensive assessment evaluates Liberia’s current safety program against International Civil Aviation Organization (ICAO) standards to identify regulatory gaps and establish necessary corrective measures. In parallel, the LCAA is formulating a structured SSP Implementation Plan to prioritize actions, assign operational responsibilities, set clear timelines, and foster a proactive safety culture nationwide.
"The development of Liberia's State Safety Program remains a work in progress, but we are taking concrete steps to ensure full stakeholder engagement and strengthen our regulatory framework," said Mr. Philip K. Whoewieh, LCAA SSP Focal Person. "Through active collaboration and dedicated internal teams, we are building the capacity needed to manage safety risks and meet international benchmarks independently."
To drive these improvements, the LCAA has established an Aviation Safety Team comprised of key personnel divided into two specialized working groups, one focused on the SSP and the other on the National Aviation Safety Plan (NASP). Additionally, a legislative proposal has been submitted to the Deputy Director General for Technical Services to incorporate core SSP legal provisions into the upcoming amendments of the LCAA Act.
The initiative is supported by regional technical assistance from the ICAO Western and Central African (WACAF) Office and the Banjul Accord Group Aviation Safety Oversight Organization (BAGASOO). LCAA is working directly with BAGASOO Technical Expert Mr. Denilson Ribeiro, who is providing technical guidance on gap analysis, state assessment, and implementation planning.
By promoting effective safety data collection, hazard identification, and cross-stakeholder coordination, the LCAA reinforces its commitment to continuous improvement and safe air transport operations in Liberia.
The Liberia Civil Aviation Authority (LCAA) is the statutory body responsible for regulating civil aviation activities in Liberia. The LCAA oversees safety, security, and economic regulation within the aviation sector to ensure compliance with International Civil Aviation Organization (ICAO) standards and recommended practices.
